Anyone can tell me, how to assign constant head boundary value of say 100 m at each node at the boundary in MODFLOW 96 within GMS v.3.1 under steady-state condition?

You can use the grid approach or conceptual model approach to edit the model. With the grid approach, you can edit the IBOUND array to be -1 along the boundary and set the starting head array values in those cells to 100 m. If you have a conceptual model, you can make the arc along the boundary a specified head arc and assign the head value of 100 m at the nodes at the ends of the arc.

You may wish to review the MODFLOW tutorials which you can download from (ftp://pubftp.ems-i.com/download/GMS/GMS%203.1/gms31tut.exe).
