Yes, the message is normal. After each precipitation event, GSSHA prints out this message. I think the date/time given is when GSSHA begins reading the HMET data from the file since the HMET data file is used for computing evapotranspiration after a rainfall event. I am not sure whether evapotranspiration calculations are performed during a rainfall event. The GSSHA documentation is unclear on this.

The main thing to check is that you have HMET data that covers your entire long term simulation time.
