"Observation points are used to verify the numerical analysis with measured field data such as water surface elevation or velocity data. They are also be used to see how computed values change with time at a particular location. Observation arcs are used to view the results at a cross section or along the river profile."

Question:  Does the observed/calibration/measured data provided at each observation point influence the initial numerical analysis?

Question: Can an observation point be used to monitor numerical analysis?  This implies the creation of observation point without "observation/measured data"

No, the observation data provided at each observation point has no influence on the numerical model. It is only used to compare computed results with observed values.

This depends on the numerical model being used. For example, some models such as SRH-2D allow the user to specify monitoring points and it will then report the values computed at those locations during the model run. That being said, observation data entered in an observation type coverage is not used for this purpose.
