add ability to interpolate elevations from a TIN to an existing scatter set

A GMS user would like to be able to interpolate elevations from a TIN to an existing scatter point set.

The GMS developers came up with the following work around:

The work around is to convert the TIN to a scatter, the scatter to a TIN, interpolate the resulting scatter to the resulting TIN, then converting the TIN to a scatter. The steps to do this are below (The existing scatter and existing TINs will be referred to as scatter A and TIN A, respectively):

1. Right click on the existing TIN (TIN A) and select "Convert To | 2D Scatter Points" to create scatter B

2. Right click on the existing scatter (scatter A) and select "Convert To | TIN" to create TIN B

3. Make sure that TIN B is active, then right click on Scatter B and select "Interpolate to | Active TIN"

4. Right click on TIN B and select "Convert To | 2D Scatter Points" to create the final scatter points with the values interpolated from the original TIN
